KELLIE NOE, President

Kellie Noe has worked in the youth development field for over a decade. Kellie has served on the Board of Directors for West County Community Services, the largest social services agency in the Western Sonoma County and is currently employed at the Sonoma County Water Agency. She coordinates the Sonoma County Youth Ecology Corps, an award winning youth environment and employment program. Our students' education and career development are her top priorities, and she is dedicated to creating meaningful learning opportunities within our District. DIANE LANDRY, Vice-President

Diane Landry is a parent of an El Molino graduate. Trustee Landry works at the Santa Rosa Junior College as a preschool teacher. Prior to her election to this Board in 2004, Trustee Landry served as a school Board Trustee for eight years in the Old Adobe Union School District in Petaluma. Trustee Landry supports a fiscally responsible budget, while providing a curriculum that motivates students to stay in school and exceed California standards.

DAVID STECHER, Trustee

David Stecher has lived in Sonoma County for over 12 years, having moved here with his family, from Los Angeles, after retiring from the Los Angeles City Fire Department. With two children in the local schools, and some time on his hands, he became involved in the activities of the Gravenstein Union and West Sonoma County Union High School Districts. He has served on a variety of committees and support groups in both districts. He was elected to the Board of Trustees in November 2008.

David's wife, Sunni, is a teacher at Windsor Middle School. His daughter, Keri, Analy High class of 2002, is a teacher at Shepherd Elementary School. His son Travis, Analy High class of 2005, graduated from U.C.L.A. ( Go Bruins! ) with a degree in Mathematics.

REBECCA DeSART, Clerk

Rebecca DeSart is dedicated to supporting our youth. Her experience as a High School History teacher gave her first hand experience working with teens, teachers and administrators. Making the decision to run for the school board was something she took seriously, especially in these challenging economic times. She looks forward to working with the other Trustees to make the best choices for our community.

SUSAN DE VOTO, Trustee

Susan Devoto is a UC Berkeley graduate and has been, along with her husband Stan, Sebastopol apple and flower growers for the last 30 years. They have had 3 children pass through the district and move on to pursue higher education.
Susan looks forward to listening to and working with the diverse citizens of the district in our attempt to achieve student success and district harmony.

A MESSAGE FROM THE PRESIDENT - -

I am honored to serve as the President of the Board of Trustees for the West Sonoma County Union High School District, and on behalf of David, Rebecca, Susan, and Diane, I welcome you to our website. The members of the Board are committed to serving and supporting the education community of West Sonoma County and to assuring all our students reach their educational goals. The passage of the bond measure has allowed us to make needed improvements to our facilities, including new photovoltaic systems that serve Analy, El Molino and Laguna High Schools. We are proud of these projects because they not only help the environment, but will also reduce our long term energy costs. We look forward to prioritizing and initiating additional projects in 2012. Thank you to all the community members who have been involved in this process. When reaching decisions regarding any issue facing the District, we welcome input from the community. The board meeting schedule, agendas and minutes are posted on the District website. We alternate meeting places between Analy and El Molino high schools in the library. During every meeting, the public has the opportunity to address the board about school/District related issues that are not on the agenda. It is important to participate in the democratic process, but it is also important to note that the board cannot (by law) comment on an item not on the agenda. The board is also available via e-mail or by phone to help direct you if you have questions or concerns regarding our District. (See individual board member's contact information above this message.) Our meeting agendas are also posted at all of our school sites and at the district office. A board packet with all non-confidential materials is available at the public library in Sebastopol and in Forestville. EXPECTATIONS - Trustees of Superintendent

In addition to annually developed goals and objectives, the WSCUHSD Board of Education holds the following general expectations for the Superintendent as the educational leader and chief executive officer of the district:

  1. The Superintendent will maintain high standards in our curriculum and instruction to ensure rigor and relevance. The Superintendent will regularly review course work with appropriate site management, be aware of, encourage and support innovations in teaching and curriculum.
  2. The Superintendent will have a full knowledge of the budget, both as a process and as a document. The Superintendent will work closely with the Assistant Superintendent for Administrative Services or Chief Business Officer and will develop, maintain, and communicate, on a regular basis, a financial plan that looks beyond the current year, to the future of the District.
  3. The Superintendent will work to insure that all District staff, parents, students, and community members are aware of our guiding principles and that these principles are active in each day's teaching and learning.
  4. The Superintendent will develop and maintain a partnership between our schools and the community at large.
  5. As Chief Negotiator for the District, the Superintendent will oversee the negotiations process in accordance with District's guiding principles.
  6. The Superintendent will communicate with the Board members by phone, facsimile, or e-mail, on a regular basis, during the academic year. Such communications will include insuring that all materials necessary for board meetings be conveyed to the Board in a timely manner. Additional communications can be made as the need arises.
  7. The Superintendent is the leader of our District and must be visible and approachable to all.
  8. The Superintendent will be an effective communicator concerning the excellence of the instructional programs in our District. Further, he/she will take an active role in promoting public community awareness of this excellence.
  9. Above all, the Superintendent must be guided by the principle that all decisions made will positively affect our students.

EXPECTATIONS - Trustee of Fellow Trustees

We, the elected members of the WSCUHSD acknowledge that the district will best serve students under the leadership of a dedicated and able Board of Education. In addition to annually developed goals and objectives, the Board of Education holds the following general expectations for each member and the Board as a whole:

  1. The Board members represent all students at all sites at all times. We must avoid the perception that a Board member is affiliated with one school over another.
  2. Members must be prepared for each Board meeting by reading the Board packet and becoming familiar with the topics and issues. Questions or concerns will be directed to the appropriate individual in the District office in sufficient time to have these questions and concerns answered.
  3. Members of the Board will set personal yearly goals. The goals should reflect areas of interest or concern to each individual Board member. They should ultimately help to enhance the member's ability to participate fully in his or her role as an active participant of the Board.
  4. The sites will be visited on a regularly, calendared basis and on a schedule that fits the time commitment of each member. Team visits are encouraged.
  5. The Board President acts as the spokesperson for the Board as a whole. Each member should present concerns and problems to the President, so that he/she is fully aware of each concern and can act to address it. Each Board member will articulate any concerns they may have to the Board President and to the Superintendent prior to any meeting. Further, each Board member will keep the entire Board aware of their activities by fully disclosing what they have been doing (in regards to their position) in their Board report at each meeting.
  6. The Board functions best when it works as a team . Good boardsmanship requires preparation for all meetings and mutual support and respect for fellow members and staff. The Board will strive to be proactive rather than reactive, and to approach each new challenge in a visionary manner.
  7. When an individual Board member has a student(s) in the district, the Board member is encouraged to participate in the education process of his/her children. The Board member will clearly state to any/all involved parties that he/she is acting as a parent. In the event that a Board member inquires about a concern or problem related to his/her student(s), it must be stated to all concerned, that the Board member is acting solely as a parent.
  8. The Board must support District team management in private and at public meetings. We must recognize the work that goes into making our District the success that it is and the role that management plays in facilitating this.
  9. Above all, we must publicly and often, recognize and celebrate the accomplishments of our District including those of individual students, staff members, sports and academic teams, school sites, Board members, and our District as a whole.
EXPECTATIONS - Superintendent of Trustees

It is agreed that the Superintendent of the WSCUHSD has the right to hold the following expectations for each member of the Board of Education:

  1. The Superintendent expects a Board Member to communicate with the Superintendent prior to the Board meeting about any item of concern, rather than initially bringing it up at a Board meeting.
  2. In order to receive clear direction from the Board, it is important for the Superintendent to hear that direction from one voice. The spokesperson for the Board is the Board President, unless authority has a been delegated to another Board Member.
  3. The Superintendent expects Board Members to direct any concerns they have to the subject of that concern. The "Uniform Complaint Procedure" establishes the process for complaints and concerns to be answered.
  4. The Board is responsible for the development of policies that will help guide and direct the District. The Superintendent is responsible for making sure those polices are administered. These clearly delineated responsibilities will facilitate the most effective and efficient management and operations of the District.
  5. The Board and Superintendent must set goals and objectives on an annual basis. The Superintendent's evaluation will be based on said goals and objectives with a mid-year review and a formal evaluation taking place prior to the end of December of each year.
  6. It is important for the Board to be pro-active rather than reactive. Being pro-active results from establishment of clearly defined goals and objectives, clearly delineated lines of communication and a way by which problems can be addressed. A problem solving and communication model will be developed and practiced.
  7. It is important the each Board Member be familiar with, and raise any questions about, all material sent them, prior to the Board meeting. It is equally important that Board members attend conferences, workshops and meetings to enhance their own professional development.
  8. It is important that the management team, the Superintendent and the Board develop a harmonious professional relationship. However, all relationships are subject to some stress and strain. The problem solving and communication model will be used to address these issues.
  9. The Superintendent and Board will be effective communicators concerning the excellence of the instructional programs of our District, each taking active roles in promoting public and community awareness of this excellence.
